Despite what some collectors may tell you, vintage plunger-fillers can be successfully repaired -- though not by means of the stiff rubber plugs some jam into the barrel as a quick "fix".
When it comes to repairing an old packing unit (or shaft seal, if you prefer), there are really only two acceptable approaches: to repack it with alternating disks of rubber and grease-impregnated felt, as was done originally, or to install one of these modern fluorocarbon rubber gaskets, rated for an estimated lifetime from 4 to 10 times that of conventional rubber. With an occasional application of a bit of pure silicone grease to the plunger shaft, your plunger-filler's shaft seal should hold up for years, if not decades.
To install, open up your pen and drill out the original packing from the inside, using a 1/4" drill to open up the closure washer and a flat-ended scraping tool (a sharpened screwdriver will serve) to clear away the rubber and felt bits inside. After inserting the new gasket, reclose the packing chamber with one of the included hard plastic washers (a solvent cement such as MEK will provide a secure bond).
