What kind of shoes are burkas?
Classic burkas are winter boots made of thin felt or felt, knee–length, with a sole made of leather or rubber. The lower part of which is made of leather, and the boot is made of felt or thin, well-made light felt.
Such boots were worn in 19 studies. Warm as felt boots, but softer and stronger.
It was the thickness of the felt and the leather trim around the sole and at the seams, which additionally protected the feet from wind and dampness, that distinguished them from felt boots. A leather strap was often present on the shin: if necessary, it could be tightened, thereby preventing snow from getting inside the shoes.
Historical background.
Prototypes of modern buroks were known even in the Golden Horde, where only people of the wealthy class could afford such shoes. They experienced a rebirth in Belarus in the XIX century as military uniforms. Residents of the northern regions quickly appreciated the advantages of these shoes, and soon the boots came to Siberia and the Urals, gaining special popularity among hunters and foresters.
During the Great Patriotic War, light burkas were considered general's boots. Leonid Gaidai, filming his famous comedy "Operation Y", "dressed up" the Seasoned Man in burkas, thereby noting his dominant position in the gang. In the Soviet Union, these shoes remained popular until the end of the 60s.
Today they are being revived again, now not only as warm and comfortable shoes, but also as a new fashion trend.

Wikipedia:
Burkas are a kind of warm boots for a cold climate.
The height of the buroks is up to the knee, the boot is uncut, there are no laces or other fasteners.
They were first developed at the end of the XIX century by the Belarusian shoemaking artel of the city of Shklov, led by the Austrian citizen Herz Pevsner.
The main difference between boots and boots (for example, army boots) is that the boot is made of thin felt or felt (usually white).
The sole is made of genuine leather, rubber or synthetic materials. The foot and the backdrop are made of genuine leather, the inner insulation of the sole, the foot and the backdrop are made of felt. The seams of the boot and its upper part have a decorative finish with leather patch strips. Leather patch strips also increase the strength of the seams and reduce heat loss.
In the USSR, burkas were common in the 1940s - 1960s, especially in rural areas with temperate and cold climates.
Burkas can be seen in the film "Operation Y" and other adventures of Shurik" (1965). The seasoned (performed by the artist Evgeny Morgunov) is shod in burkas.
